So this is how we save the world

I am online reading the 'progress' of the Climate Summit (COP15) going down in Copenhagen.
It seems that after a week of jetting people around the world, putting them into six star hotels, chauffeuring them around to sights and meetings in limos - all this - and still no concensus can be reached on climate and emissions.
I'm thinking that if these buffons cannot reach a clear direction and commitment, then the total cost of the circus should be repaid to the peoples' treasuries. Straight out of the pockets of the freeloaders riding the junket.
On my screen at the moment is a photo of a blue-helmetted cop, wearing a black-padded protective suit. His arm is raised, baton in hand. His mouth is wide open and his eyes are fixed on the prone protestor he holds by the collar.
The protester lays on the ground, his head is angled down. He has no helmet. He has no club. He has a translucent blue plastic rain coat on. He has no protection against the baton that is about to strike him.
The photo strikes me as a metaphor of today's government and the people.
Government simply thumps it's laws into us. Take this, sucker! Whack! Often it's not even law, the legality can be questioned for years till everyone gets bored with it, or forgets.
I've read that over 1,000 protestors have been arrested in the first week of COP15. Seems like a big number to me. There must be people out there that care enough to rise up against the freeloaders and exploiters - maybe there is some hope yet.
